Undertake a comprehensive review of the then current status of SWA, including the existing legislation relating to the Public Bodies (Performance and Accountability) Act 2001 and the Samoa Water Authority Act 2003.
Review and recommend further mechanisms for strengthening a new Board of Directors to enable them to operate effectively.
A review of the National Water Services Policy of the Water Sector Plan
TO ADVISE THE MINISTRY OF FINANCE OF THE GOVERNMENT OF SAMOA ON APPROPRIATE OPTIONS AND APPROACHES TO ACHIEVE IMPROVED GOVERNANCE AND SUBSEQUENT PERFORMANCE OF SWA, TAKING INTO ACCOUNT THE ONGOING REFORMS TO THE BOARD OF DIRECTORS AND THE PROPOSED INTRODUCTION OF A REGULATOR.
